If you remove ANY material from that area, you will increase the gap between the cylinder and the forcing cone.
This is a BAD thing.
The scratches are NORMAL on a revolver with that much recoil. But if they are really deep/bad, it may be indicative of too much slop in the cylinder already. (front to rear movement when firing) Which means there is likely also increased gap at forcing cone as well.
