THE SILENT WEAPONS FOR QUIET WARS HOAX. The document is real, but is only political fiction. The REAL hoax is Deborah Tavares' OWN fraudulent claims that THE DOCUMENT ALONE CONSTITUTES "PROOF" that "The Bilderbergs" adopted a plan in 1954 to kill us all with silent weapons in quiet wars in furtherance of the planned extinction of mankind. Lyle Hartford Van Dyke wrote this tiny 44 page booklet in 1979. Van Dyke also admits to having incorporated portions of REAL (and frightening) scientific, economic and psychological studies into to his work to make it look more realistic (as did "The Report From Iron Mountain" on which his work was modeled). It is a literary "false flag" which the civilian author made to look like a "leaked" U.S. government report to make it look like the U.S. government had conducted a "study" and determined that the U.S. has no choice but to wage endless, perpetual, never-ending wars (against FAKE, IMAGINARY ENEMIES if necessary), otherwise the the U.S economy would actually collapse. But, the hoax is not the document anyway.
