If you aren't monetized, YouTube basically doesn't care what you do at all. Your best hope for ever catching boost, is somehow getting your 1K subs and 4K hours from outside of the platform. None of the advice you are getting from the YouTube gurus about SEO, optimized thumbnails or pretty titles is going to help you get there.
Work hard at creating lots of content and promote yourself on other networks to grow.
