I expect it is also because they want us to view each other as threats, potential disease carriers. But most importantly, wearing masks and other "doubling down" measures prepares the way for the "new normal". You want to get rid of your masks, travel, work etc ....then get fully vaccinated and tracked. Problem, reaction, solution.
