In addition to passports, document scanning, & "legal services" the 3rd world nation of Guatemala offered Tarjeta Consular IDs, a document similar to the Mexican Matricular Card.
These cards allow corrupt businesses like Bank of America to capitalize off of the illegal alien industry.
