Government or Commercial Drone? Remote Control Aircraft?

This aircraft was also accompanied by a helo, which had moved away by the time I got my camera. It looks like a Gov drone, but it could be commercial. I watched it fly south trying to see if it had prop engines like a small plane but couldnt see any. I lost sight of it overhead and then found it moving north, which is what you see in the film.
