SB411, TO PROHIBIT MUNICIPAL SANCTUARY POLICIES. a bill that would have banned sanctuary cities in Arkansas, failed to pass out of Arkansas House Committee on City, County & Local Affairs by 1 vote.

Despite several people signed up to speak for an against the bill, only 1 person who spoke against the bill was allowed to go before the committee.

Representative Carol Dalby (R) District 1 (Texarkana) walked out of the Committee before the vote was made.

Representative Jana Della Rosa (R) District 90 (Rogers area) was never at the committee meeting.

Representative Matthew J. Shepherd (R) (House Speaker) ( El Dorado) was also not present at the important committee meeting.

Representative David Whitaker (D) District 85 Fayetteville area made multiple motions to end debate and any public comment. He acted as a further disgrace by threatening to call security on me when I confronted him on the issue.

There is a chance that SB411 could be put before the full Arkansas House, but true reform on stopping illegal immigration will require voting out more democrats & Republicans in Name Only.

During the last session, Asa Hutchinson spoke against a similar bill, and made "no opinion" on SB411.

For the record, civilians are allowed to approach the legislators when the meeting is adjourned. Another civilian is in the video talking to other legislators. Whitaker's threat of security is another act of cowardice.

Statement I was going to read from someone who lost a family member in Whitaker's home town:

My name is Kathryn Hall I am the mother of Hailey King, I planned on being in Little Rock to testify befor this committee on Wednesday but could not make it in time this morning. I testified in front of judiciary last fall. Some of you may not have heard my testimony I would like to tell you what happened.
Hailey was the passenger in the back of a scooter on a Sunday night one block from home. She and her friend where driving the speed limit at 35 miles an hour when Sergio larios Rodriguez driving 71 miles an hour hit the kids from behind. My daughters head and body took the blunt of the impact. Hailey was on the hood for over 220 feet she was then flung off as the driver never slowed down or stopped. The driver was trapped under the vehicle for over 2000ft until which time he lost both of his legs and was left in the road. The driver then stopped his the truck with the scooter still lodged underneath he then got out of the truck walked to past of his victims never attempting to get help. Hailey suffered such severe injuries she died six hours later. The young man was then a double amputee at the age of 20. Two days after my daughters death Sergio lario-Rodriguez was located. He was arrested and released on bond in less then two hours in jail. Seventeen long months later Rodriguez pled to a plea deal of manslaughter, 2degree battery and leaving the scene of an accident sentenced to 17 years. His release date is currently 2/7/2021 he will spend only two years in prison before hopefully being deported. Two years for killing an 18year old girl and permanently disabling another young life.
Rodriguez was free for 17 months on bond at sentencing he was given another two weeks to get his affairs in order. We where not allowed to ask for restitution as the victims parents to cover any expenses as Haileys medical bills where excess of $60,000 and funeral expenses at $12000 not to mention she has a young baby. The insurance on the truck was below state minimum at $25,000. The young man still has on going medical bills. Rodriguez was ordered court fines of $280. Yet he was able to retain one of the best attorneys in town pay for expert witnesses and a $25000 bond. Financially this has wiped my husband and I out. We are retired Purple Heart 26 year veterans.
No family should have to insure the pain emotionally, physically or financially we have over a preventable death. To then have our own state and government to protect the Illegal Aliens who have devastated our lives forever is a true slap in the face. It is time that as American citizens we say no more injustice to our people, no more allowing Illegal immigrants free rein to come in illegally harm our children financially burden our families and our tax payers. No more protecting illegal immigrants who do not follow the laws good people like have set in place. There are ways to enter this country legally. We as a country should not be protecting those who do not follow the law that so many have coming here for decades the right way. The price we are paying is much more then a cash value it is the toll of human life.
