Colt was still legally allowed to sell full featured uppers during the "Assault Weapons Ban" of September 1994. They were considered replacement parts so long as they were mated to a receiver that pre-dated the AWB. The upper conversions were available in 5.56 NATO 1:9 or 1:7 twist, 16 or 20 inch with the upper receiver stamped "Colt 223". Also available in 7.62 x 39 with the upper receiver stamped accordingly. Lowers with the telescopic butt stock could also be purchased during the initial AWB but could not be mated to an upper with a flash hider or bayonet lug.
