Expansion on steel bullet jacket HP or SP 7.62 x 39 ammo is iffy at best, the bullet tumbling basically provides the wounding affect. If one wants good expansion with the 7.62 x 39 cartridge hand loading with one of the American made commercial SP or BT bullets or purchasing factory ammo loaded with those bullets are the most reliable. Of course a heavy for caliber cast lead bullet with a nice meplat cast for a soft alloy gives about equal results.
